In an EQUAL / CONTROLLED / CUSTOM type DAO, the Consensus Threshold represents the number of people who have to vote for a proposition in order for it to pass.
In a WEIGHTED type DAO, the Consensus Threshold represents the amount of WEIGHT required to vote for a proposition in order for it to pass.
