The Daily Proposal Limit is a limit applied individually to each Swarm member, and not the Swarm as a whole.
Setting the Daily Proposal Limit to 10 means each Swarm member can make 10 proposals every 24 hours if they wanted to.
Select "Adjust Daily Proposal Limit" as your proposal type.
